1. What is Punjab Charity Commission?

The Punjab Charity Commission (PCC) is a registering and regulatory authority for registering charities and regulating collection of charitable funds. Under section 2 (e), organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies already registered under following laws, will get registered with PCC:

  • an organization registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 (XLVI of 1961)
  • an organization registered under the Societies Registration Act, 1860 (XXI of 1860)
  • an organization registered under the Companies Act, 2017 (XIX of 2017) or under any other law for the time being in force
  • an organization registered for charitable purposes under any law for the time being in force and
  • a public or private trust

The Government of the Punjab has developed Charity registration portal for registration of applications. This landmark and ICT enabled registration shall facilitate organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies in application submission process and will also minimize human interventions in this process leading to managerial efficiency and process transparency. The cut-off date for filling of online application is 31st March, 2021.

 
   

 2. How to get registered with PCC?

For registration, visit the official website registration link of Punjab Charity Commission (PCC) i.e. Instructions for paying Registration Fee and after depositing the registration fee according to your category, fill the registration form and click the sign-up.  
   
3. Whether the new organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies can register themselves with PCC? Top

No, new Charities/NPO’s/NGO’s can’t be registered with PCC. Firstly they have to register under various laws including:

  • an organization registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 (XLVI of 1961)
  • an organization registered under the Societies Registration Act, 1860 (XXI of 1860)
  • an organization registered under the Companies Act, 2017 (XIX of 2017) or under any other law for the time
  • being in force
  • an organization registered for charitable purposes under any law for the time being in force and
  • a public or private trust
 
   
4. What is deadline for registering the charities/NPOs/NGOs? Top

Deadline for registration is 30th March, 2021. If any Organization does not get registered by this deadline, it will proceeded against as per law.

5. What will happen if an organization was unable to register themselves with PCC before the deadline? Top
Every charity shall get itself registered with the Commission by 30th May, 2022. And if a Charity/ NGO/ NPO/ Society/ Trust does not get registered by this deadline it shall not be able to carry out its operations and it shall also be proceeded against as per Law.  
   
6. Which documents are required for registration? Top

The list of documents/ information is as under:

  • Authorization Letter from charity head

  • Articles of Association
  • Memorandum of Association
  • Logo of charity
  • Proof of Ownership property
  • Proof of Ownership Vehicle
  • Rent Deed for income
  • Payment Plan of Liabilities

7. Does an organization need to hire an agent or Lawyer for registration process? Top

No. All the information required can be filled by authorized employee/ trustee/ executive officer OR any other member associated with organization/ NPO/ NGO/ Charity/ Society.  But this member needs to have an authorization letter for submission of this application.

8. What is the registration fee for registration with PCC? Top

9. Getting error “mobile number already exit” while submitting the form and data of verifier?

Top
This error is due the reason that you are verifying data with the particulars of same person who have been authorized to upload data. It is necessary that the verifying person should be different person than data uploading person.  
   

10. Is it allowed to one person/ consultant to upload the data of multiple organizations?

Top
CRP is a user-friendly software which is easy to use. A guideline booklet has also been placed on the website for guidance of the applicants. A client support center has also been established (042-99214871-2) and Whatsapp number (0313-4995564) to assist the applicants in application submission process.  
   

11. Either Masjad and Madaras will also registered under the PCC or not?

Punjab Charity Commission will register organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies already registered under following laws:-

  • an organization registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 (XLVI of 1961);
  • an organization registered under the Societies Registration Act, 1860 (XXI of 1860);
  • an organization registered under the Companies Act, 2017 (XIX of 2017) or under any other law for the time being in force;
  • an organization registered for charitable purposes under any law for the time being in force; and
  • a public or private trust.

If Any Masjad/ Madaras has been registered under one of these Acts OR any Masjad/ Madaras is operating as a society and collects charity, it shall get itself registered with PCC.

 
   

12. What will be the verification process/ step of an organization and how long it will take to issue the certificate?

Punjab Charity Commission shall ensure a swift mechanism of verification and issuance of registration certificate. All correspondence will be shared with the applicants through this portal. Applicants are not supposed to visit any office regarding verification as verification from all the concerned agencies have been automated.
